In the Federal ICT Strategy 2012-2015, the Federal Council specified in strategic thrust "S01 – ICT steering and management" that the departments, the Federal Chancellery and the FITSU should establish overarching ICT portfolio management within their remit. On that basis, the FITSU, together with the departments and the Federal Chancellery, devised a concept for ICT portfolio management at federal level in the course of 2013 and derived corresponding guidelines from that for the departments and administrative units. The Federal Council directives for the federal ICT portfolio were adopted by the Federal Council on 13 December 2013 and brought into force on 1 January 2015.
These directives were rendered more precise and expanded upon in 2015. Among other things, it was specified that a project assessment would have to be performed in the future with the release of ICT projects with total expenses exceeding CHF 5 million. Moreover, the existing Federal Council directives for key ICT projects were incorporated in the Federal Council directives for ICT projects in the Federal Administration and for the federal ICT portfolio.

The «Federal Council directives for the federal ICT portfolio» have been amended and adapted several times since 2013. The current directives were adopted by the Federal Council on 16 March 2018.
